Some versions of SQL Server may be free, some may be not free(not very sure, you may check corresponding versions of SQL Server, and comply with their license). You may need to install SQL Server or corresponding extensions such as SSIS, SSAS, SSRS separately and connect, use it/them to develop your program in VS Professional.
